Shasta County Clerk & Registrar of Voters Clint Curtis

Florida Lawyer with ZERO experience running elections, promotes unfounded election conspiracy theories, friends with Mike Lindell and Steve Bannon, and just voted in the New California State Secessionist election!

Clint Curtis is a prominent figure among election skeptics in the United States. The 66-year-old Florida-based lawyer and former computer programmer garnered attention for his claims regarding election fraud and touting election conspiracy theories. He has alleged that he was asked to develop software capable of altering vote counts. A staunch opponent of voting machines and an advocate for hand-counting ballots, Curtis emphasizes the need for transparency and reliability in the electoral process. His controversial beliefs have linked him with notable proponents of election conspiracy theories, including figures such as Mike Lindell and Steve Bannon, further solidifying his position within the election denial and conspiracy theory movement.


Clint Curtis’ Election Scandal Story

Clint Curtis’ story gained notoriety on www.bradblog.com and quickly went viral. And this is a summary of what he claims:

Curtis, a self-taught programmer from Illinois, moved to Florida in the mid-1990s. In 1998, he secured a position at Yang Enterprises (YEI), where he became their lead programmer. YEI was owned by a Chinese American woman, Li Woan Yang. It did business with government agencies, such as the Florida Department of Transportation (FDOT) and NASA, as well as corporations like Exxon.


In 2000, computer programmer Curtis was asked by state House Representative John Feeney to write a software program that could alter election results on electronic voting machines. Curtis, a lifelong Republican, assumed Feeney wanted to pre-emptively head off any Democratic attempts to steal elections. The program installed hidden "buttons" on the screens of voting machines that would allow a user who knew they were there to recalibrate the tally, giving a preferred candidate 51 percent of the vote automatically and splitting the remaining 49 percent among other candidates proportionately. Curtis wrote the program in a day, allowing anyone who knew the program to go to a precinct, pretend to vote, and alter vote counts without anyone else, including election supervisors.
 

Upon submitting the program to Li-Woan Yang, Curtis became aware that his understanding of its intended purpose was misguided. Yang informed him that he was required to "conceal" the fraud in the source code, rather than expose it. Curtis later stated in a 2004 affidavit that he sat in on a dozen meetings with Feeney and Yang in which Feeney discussed ways to skew elections, including suppressing the black vote via increased police patrols in black neighborhoods on Election Day.
 

Curtis announced his resignation in January 2001 and took a job at FDOT Office of Information Services in Tallahassee.

Curtis departed from YEI on amicable terms but quickly grew wary of its intentions. Mavis Georgalis, Curtis' supervisor, was troubled by YEI's connection with FDOT, particularly after the company charged the state for more work hours than necessary and submitted invoices late. By July 2000, YEI mandated that any work needed prior approval, and Georgalis noted that YEI had made overt threats regarding FDOT's funding, as its attorney was poised to become House Speaker and had considerable influence over the budget.
 

When Curtis joined FDOT as a consultant in March 2001, he told Georgalis that YEI had billed the state for hours he hadn't worked, including 40 hours after he left the company. He also claimed YEI employed an illegal alien, which would nullify the state contract.
 

Both Georgalis and Curtis requested that FDOT's inspector general's office investigate, but the investigation stalled. Curtis blamed Feeney for the overbilling claims, and on April 1, 2002, both Georgalis and Curtis were fired.

Georgalis, a whistleblower, was arrested on felony charges of accepting bribes from YEI, a state-funded company. The charges were dropped, and Georgalis was charged with a misdemeanor count of receiving unauthorized gifts. Both investigations were turned over to Raymond Lemme, an FDOT investigator. Lemme criticized Georgalis for accepting gifts from contractors she regulated, creating a conflict of interest. Georgalis was temporarily reinstated as her whistleblower lawsuit progressed. The FDOT brought two ethics charges against her, which were found to be without merit. In March 2006, the state settled her lawsuit for $750,000, and Georgalis retired.
 

Curtis, who the FDOT fired, worked at a Dollar Store in Tallahassee. He spoke with Lemme regularly about the YEI investigation. Lemme's report on YEI in March 2004 identified $248,255 of "questioned costs" and requested that YEI repay the state $132,701. Lemme also ruled YEI employee Hai Lin Nee wasn't an illegal immigrant when he worked on the state-funded project. 


In June 2003, Lemme ecstatically told Curtis about his progress that He had followed the trail of corruption "up to the highest levels," that the news would be released in a few weeks, and that Curtis would be excited. A few weeks later, on July 1st, Lemme turned up dead in a Valdosta, GA, motel room. According to Curtis, it was a murder staged as a suicide.

Curtis wrote two books about his claims, “Murder, Spies, and Voting Lies” and “Just a Fly on the Wall”. 

Curtis’ story presents an intriguing murder mystery entwined with political corruption, creating a compelling narrative that has all the elements for an extraordinary film. However, is any of it true? Why was no one charged with a crime and prosecuted?


On December 13, 2004, Curtis provided sworn testimony to the U.S. House of Representatives and successfully completed a polygraph examination. Nevertheless, no charges were brought against any person as a result. The FBI in Tallahassee, Florida, also conducted meetings and interviews with Curtis, as did Citizens for Responsibility and Ethics in Washington (CREW), but no action was taken from those interactions either. They could not verify his allegations regarding potential election fraud. Additionally, Curtis was unaware and could not demonstrate whether the program he developed to manipulate votes had ever been used.


Feeney and his supporters have stated that Curtis is an irrational conspiracy theorist who makes implausible accusations. Feeney denied any wrongdoing in response to Curtis' claims. Feeny’s spokeswoman stated, "It is so outrageous. The fact that people take this seriously … a lot of it turns my stomach." YEI attorney Michael O'Quinn told the New Times Broward-Palm Beach in 2005, "Our view is that Curtis is just a disgruntled former employee who has an ax to grind. He's a crackpot, a funny nuisance." Feeney and YEI have both consistently denied that any of the meetings Curtis describes ever took place; indeed, all Curtis can offer as proof of the meetings is his own word. Feeney found so much amusement in Curtis' story that he bought copies of Curtis' book, “Just a Fly on the Wall,” to give as Christmas presents. The book, published in September 2004, is criticized for its poor writing, off-topic rambling, and grammatical errors. 


After the Election Scandal

Following these events, Curtis not only penned two books but also enrolled in law school. According to his LinkedIn profile, from 2007 to 2009, Curtis attended Barry University in Florida, a Catholic Dominican institution affiliated with the Adrian Dominican Sisters, an international Catholic religious order. Barry University Law School struggles with its academic reputation, currently ranked #178 out of 195 in the U.S. News Top Graduate Schools in America. According to U.S. News, the score assigned by legal professionals—comprising lawyers and judges—falls at a lackluster 1.5 out of 5, reflecting a significant failure to develop competent legal practitioners. Curtis’ LinkedIn profile indicates that he attended the University of Cambridge in the UK in 2009 to study international law and EU law, as well as the University of the Pacific in 2010 to focus on employment law and international law.


Law Practice

Curtis currently advertises that he is retired from practicing law. However, in his application to Shasta County, Curtis practiced in multiple jurisdictions, including New York, Florida, and the Dominican Republic. His professional website highlighted practice areas, such as Social Security disability, veteran disability, immigration law, loan modification, bankruptcy, criminal defense, and election law. What stands out even more is his targeted advertising aimed at individuals who were stationed at Camp Lejeune. It’s strikingly ironic and somewhat amusing that CURTIS WAS PROFITING OFF OF LEGISLATION PASSED BY JOE BIDEN. The Camp Lejune Act, enacted in 2022, empowers those exposed to the toxic water at the military base to file lawsuits, creating a lucrative opportunity for money-grubbing attorneys like Curtis. 


To highlight Curtis’ contradictions and hypocrisies in his political stance….

Curtis, a vocal critic of Joe Biden… who recently aligned himself with the Republican Party and expressed his support for Trump…. who, in the past, boldly proclaimed that the government was corrupt…. ironically, was leveraging legislation crafted with the bipartisan work of the Biden/Harris administration…. to profit from lawsuits against the very government he serves at the local level…. which he claims is corrupt. Got it.


What did Curtis say about his work history when questioned?

During his questioning by the Shasta County Board of Supervisors, Supervisor Plummer inquired about how many election cases Curtis had won as an attorney specializing in election law over the past twelve years. Curtis initially replied that he had won none, but then hesitated and mentioned that he believed he had won a small case at some point, though he dismissed it as "nothing much." During the same questioning, Curtis was asked about his previous public claims to have been fired from a former job, but indicated on his application that he had never been discharged or forced to resign. When confronted with this inconsistency, Curtis clarified that he considered himself a contractor, not an employee, and thus argued he wasn't technically terminated. This line of questioning prompted Supervisors Long and Plummer to both point out a significant trend: Curtis’ lack of success in the courtroom, coupled with his four failed attempts to secure a seat in Congress, paints a clear picture of his lack of a successful track record. His troubling history raises serious concerns about the wisdom of appointing an individual who, since 2000, has been fully entrenched in the election denial and conspiracy theory movement, whose primary aim is to tackle purported illegal activities within the elections office—activities that, to this day, remain unsubstantiated and undocumented. 


Curtis’ multiple runs for Congress

Curtis ran for Congress as a Democrat four times, once in California and three times in Florida, according to FEC filings. He lost every single one of those elections. 


One of those elections was in 2006, when Curtis challenged the incumbent, Tom Feeney, for the Florida House District 24. This was no ordinary political battle; Feeney was the very individual whom Curtis had publicly accused of committing election fraud two years prior, in 2004. 


Despite Curtis's fervent claims, the election results told a starkly different story. He was decisively defeated, garnering a mere 38.8% of the votes cast, while Feeney, the alleged perpetrator of electoral misconduct, triumphed with a commanding 61.7%. The outcome suggested a significant disconnect between Curtis’ accusations and the beliefs of the constituents, who clearly chose to remain loyal to the incumbent. BUT CURTIS COULD NOT FACE THAT HE HAD LOST TO FEENEY. 


Once again, Curtis emphatically asserted allegations of “election fraud,” taking the significant step of filing a Notice of Contest with the Clerk of the House of Representatives. In the formal documents finalized by the House of Representatives Committee on House Administration, Curtis had claimed the following:

“Contestant alleges that the official election results for the Twenty-Fourth Congressional District of the State of Florida are incorrect because of alleged irregularities associated with the electronic voting machines used in the election. Specifically, Contestant avers that the electronic voting machines did not record accurately the votes cast. In support of this argument, Contestant asserts that the electronic voting machines produced unreliable and incorrect results based on his belief that these machines were hacked and the software manipulated.”  Sound Familiar? 


The committee’s response:

“Contestant has not demonstrated to the Committee's satisfaction that this contest is anything more than a reflection of his general dissatisfaction with how the election was administered.”

“The Committee finds that Contestant has failed to make a credible and specific claim that he is entitled to the office. Contestant's claims amount to no more than raw conjecture and speculation unsupported by specific and credible allegations of irregularity sufficient to put into doubt the outcome of the election. None of the cited irregularities associated with the electronic machines or the administration of the Twenty-Fourth Congressional District election justify the Committee proceeding any further with an election contest.” Read the report here.


In 2010, Curtis ran as the Democratic candidate for Congress in California's 4th district but was defeated by the incumbent, Rep. Tom McClintock. He also ran for Florida House District 47 in 2016, losing the Democratic primary. And again in 2020 for Florida’s 6th Congressional District, losing to incumbent Rep. Michael Waltz. During his last campaign in 2020, Curtis was slapped with a gag order which prevented him from talking about his "rip-off" reports campaign promise. Curtis had intended to feature monthly rip-off reports highlighting federal government waste and corruption, pointing to the Social Security Administration and 9/11 survivors, affordable health care, Russia, immigration, and alternative energy. 


Participation in the Election Denial & Conspiracy Movement

Despite Curtis's attempts to frame his involvement as a noble commitment to the “election INTEGRITY cause,” the nature of his actions and the language he employs starkly diverge from the conventional understanding of integrity. This disconnect becomes even more apparent when considering that neither his claims nor those put forth by his fellow conspiracy theorists have ever been substantiated by credible evidence. Curtis has advocated for returning to hand counting ballots, aligning himself with organizations such as Return to Hand Counting. His intensity for this method conflicts greatly with the extensive and statistically robust evidence from multiple studies demonstrating that hand counting is not only far less accurate but also considerably more costly than utilizing machine counting.


Following his involvement in an election scandal, which ultimately unveiled no substantial evidence of fraud leading to any indictments or convictions, Curtis took to various alternative media platforms. There, he fervently continued to promote his unfounded conspiracy theories about election misconduct and the theory that machine voting is rigged. This surge of media activity inevitably drew the attention of prominent figures in the election denial movement, such as the controversial Mike Lindell and Douglas Frank.


Curtis’s persistence in voicing his claims led him to participate in many events across the United States, where he was asked to speak about so-called “election integrity”. Following Trump’s defeat in the 2020 election, a fervent narrative emerged, fueled by Trump’s persistent claims that the election had been unfairly stolen from him through widespread fraud. This tumultuous atmosphere gave rise to an escalating market for individuals like Curtis, who eagerly capitalized on the demand for sensationalized rhetoric. They passionately propagated baseless theories of election fraud, weaving intricate conspiracies that sought to validate the outrageous assertion that Trump’s victory had been unjustly snatched away. This landscape of misinformation thrived, drawing in followers hungry for explanations that aligned with their beliefs, regardless of the evidence. Shasta County is a perfect example. One notable event where Curtis spoke was the "Moment of Truth Summit” in 2022, organized by Mike Lindell. This three-day event featured a diverse lineup of speakers, including various election deniers and conspiracy theorists. Among the speakers were the controversial Marjorie Taylor Greene, Douglas Frank, and Trump’s right-hand man, Steve Bannon. Their involvement amplified Lindell's debunked alternative narratives surrounding the election and has continued to fuel the fire of the unsubstantiated claim that there is mass election fraud occurring in the United States. 

  

Curtis was appointed Registrar of Voters over candidates who were MORE qualified

During the selection process for the position, the Board of Supervisors overlooked three candidates who met the County’s job requirements with their qualifications and experience. Despite this, the far-right board members cast their votes for Curtis, who has no prior experience in managing elections.

  1. Joanna Francescut: long-term Shasta County election staffer and Assistant Registrar of Voters
  2. Elle Leigh Sharpe: a staffer at the Nevada Secretary of State’s Office with previous experience at the Placer County Elections Office
  3. Robin Underwood: a City Clerk based in Michigan. 

Curtis’ nomination faced staunch opposition from Supervisors Long and Plummer, both of whom voiced significant concerns regarding Curtis’ professional background and suitability for the role. Supervisor Long expressed his apprehensions, stating that he believed Curtis did not even meet the basic qualifications established by the county for the position. In a bid to eliminate Curtis from consideration, Long made a formal motion citing this lack of qualifications; however, his call received no second.


  

If the revelations surrounding Clint Curtis do not raise any concerns for you, then we honestly wonder what might. Curtis' obvious deficiency in even the most fundamental qualifications, combined with his strong involvement in the election denial and conspiracy theory movements, as well as his connection with The New State of California, makes him unfit for such an important position. Permitting someone with such dubious biases to manage our electoral processes poses a risk we cannot take. This vital role in overseeing elections requires a candidate with integrity and a dedication to maintaining the democratic principles that our nation is founded upon – and that is certainly NOT Clint Curtis!

July 4, 2025 - Clint Curtis, on his public Facebook page promoting his run for Registrar of Voters for Shasta County in 2026, proudly boasted about his interview on the Pete Santilli Show. 


BUT WHO IS PETE SANTILLI? SHASTA EXPOSED THINKS YOU SHOULD KNOW!


Pete Santilli is a conservative right-wing extremist radio talks show host who spews conspiracy theories, calls for violence, and promotes hatred and phobias. He parrots the right-wing MAGA rhetoric and playbook but he has a history of going over the top and dangerously extreme. 


Here are just a few Pete Santilli events that made national news:


2013: Santilli made the headlines after he said that Hillary Clinton needed to be "shot in the vagina" and then adding, "I want to pull the trigger." Article


April 2014: Santilli, while interviewing Cliven Bundy, the Nevada rancher who had a showdown with the federal authorities over cattle grazing rights, expressed intense outrage to his supporters, which bordered on implying that federal law enforcement personnel present should be regarded as adversarial terrorists engaged in "jihad" against everyday Americans. 2016: Santilli, live-streamed the Oregon militia standoff at the Malheur National Wildlife Refuge with fellow militia members and sovereign citizen groups, which lead to 16 arrests and 1 person shot. He was arrested and spent weeks in jail.  Article 


May 2022:  Santilli, when talking about  the mass shooting at a supermarket in Buffalo, New York, claimed during his May 27th radio show that "the CIA and FBI radicalized, hypnotized, and indoctrinated the shooter through his computer screen via “mind control” and “screen flicker technology” to commit the shooting". Santilli also proclaimed the shooter “was copying and pasting” his racist manifesto “from the CIA and the FBI” and that “they helped him do it over a two year period.”  Article


June 2023: Santilli stated the military should execute former President Barack Obama, former Attorney General Eric Holder, and former National Security Advisor Susan Rice if Donald Trump should be arrested. Via his podcast, Santilli implored military personnel who support Trump "to rise and round up Obama and his former administration officials and shoot them against a 'concrete wall.” Article


June 2024: Media watchdog Media Matters for America reported that a collective of far-right media figures have launched their own militia and they were recruiting on Instagram. They call themselves, “North American Patriot and Liberty Militia,” or “NAPALM” for short and is led by white supremacist conspiracy theorist Stew Peters, who has a podcast where he screams at a camera that “Jews control media” and “diversity isn’t America’s strength." Pete Santilli has joined forces with Peters as leadership in this new militia. Article 


In Shasta County, we pride ourselves on our commitment to community values and inclusivity. It is with great concern that we address the recent interview conducted by a prominent candidate with an individual espousing extremist views characterized by far-right ideology, violence, racism, and sexism. This action is not only troubling but wholly unacceptable. In a time when unity is crucial, inviting extremist voices into the conversation only serves to deepen divisions and normalize intolerance. As constituents of Shasta County, we must demand accountability from those in leadership positions. When a candidate publicly embraces dialogue with extremists, it raises serious questions about their judgement and commitment to the well-being of all residents. 


THIS IS YET ANOTHER EXAMPLE OF HOW CLINT CURTIS IN NOT QUALIFIED TO BE SHASTA COUNTY'S CLERK & REGISTRAR OF VOTERS.

In addition, in 2022, Craig Jardula told Business Insider that Caleb Maupin, a political commentator at Russia’s state RT propaganda organ, had invited him to come down to Nicaragua to observe their elections. The government of Nicaraguan President Daniel Ortega invited social media influencers to cast a favorable light on their "democratic: election process. Jardula would later tweet that Nicaragua was “a true Democratic country.” Read the article here and here

Clint Curtis Using Fear Mongering to Get Elected

Fear: A powerful motivator in elections

As the 2026 midterm elections approach, candidates will be looking to every available play to influence voting behavior. And let’s be honest: Fear works.

“Discussing risks or instilling anxiety is effective at changing intentions and behavior, particularly when the behavior provides a solution to the threat."


Trump is a master at instilling fear in voters. Anyone remember this?

 "If the left gains power, they will demolish the suburbs, confiscate your guns, and appoint justices who will wipe away your Second Amendment and other Constitutional freedoms," Trump said from the White House South Lawn. 


Of course, none of those statements was remotely true. However, the impact of emotion-driven rhetoric cannot be underestimated. For those who unknowingly succumb to fear tactics and neglect thorough research or fact-checking, it becomes all too easy to be swayed by persuasive fear-driven narratives. 


So let's talk about the data & FACTS:

 

Incidence Rates:

  • The Brennan Center's report, "The Truth About Voter Fraud," found incident rates of voter impersonation fraud to be between 0.0003% and 0.0025%.
  • A Washington Post analysis found a 0.0025% rate of possible voter fraud in vote-by-mail states for the 2016 and 2018 elections, according to The Washington Post.

Examples:

  • The Heritage Foundation's database lists 1,546 instances of voter fraud since 1982 and 192 since 2020. Note: This database is not comprehensive and has been described as a "sampling".
  • A 2014 study found 31 credible cases of voter impersonation fraud from 2000 to 2014 out of over 1 billion ballots cast.

2020 Election:

  • Claims of widespread fraud in the 2020 election have been refuted by numerous studies and officials, including those from the Trump administration itself.
  • There is minimal evidence that the 2020 election was flawed.
    • For example, Brookings notes the Heritage Foundation reported no cases of fraud in the 2020 or 2022 general elections in Georgia, where nearly nine million votes were cast.

Why Fraud is Rare:

  • Multiple safeguards, transparencies, and verification systems are in place to detect and prevent fraud.
  • US elections are decentralized, with over 10,000 independent voting jurisdictions, making widespread fraud difficult, says The Hill.


To summarize, studies and analyses consistently indicate that election fraud in the US is not widespread, occurs at extremely low rates, and is unlikely to significantly impact the outcome of elections.  


JUST REMEMBER THIS!!

All of the assertions made by Clint Curtis about election fraud remain unsubstantiated; none of the individuals he implicated, including Rep. Feeney, have faced any criminal charges related to Curtis' allegations. A thorough examination of the evidence and various legal rulings has consistently disproven Mike Lindell's allegations regarding election rigging. Numerous investigative reports have emerged, firmly asserting that his claims are baseless and have been thoroughly debunked. The situation is similar for Douglas Frank, who has also made controversial assertions. However, due to his inflammatory rhetoric, conspiracy theories, and suspicious behavior, Frank found himself under investigation by the FBI. Adding to the complexities, Tina Peters, whom Frank referred to as his first “red pill” girl, was ultimately convicted and sentenced to prison for her involvement in election interference.


It is crucial to dig deep and uncover the truth about every candidate. While their honesty is their responsibility, your commitment to seeking the truth is vital.
